朱德是中国人民解放军的缔造者、领导者和指挥者之一。在组织与领导中国革命战争和人民军队作战与建设过程中,形成了人民军队现代化建设思想。其主要内容有:把坚持中国共产党的领导作为人民军队现代化建设的保证;把现代化建设始终作为人民军队建设的战略目标;把正规化建设作为人民军队现代化建设的基础和桥梁;把国防工业建设作为人民军队现代化建设的基础;把武器装备和干部作为人民军队现代化建设的关键;把提高诸军兵种战斗力作为人民军队现代化建设的重点;把树立科学思想观念作为实现人民军队现代化建设的先导。
