2001年,十堰市市长赵斌在市二届人大三次会议《政府工作报告》中提出“建立企业和个人信用档案,健全社会信用制度,营造诚实守信的信用环境”。2002年3月,市委副书记王树华在给十堰市档案局的批示中指出:“信用经济是市场经济的特征之一,信用环境是投资、发展环境的重要方面,与此相联系的是要建立信用等级评估制度,而建立这一制度又依赖于建立信用档案,这是档案工作迎接WTO挑战应对措施之一,也是档案工作为经济建设中心服务的方式之一。建议市档案局对建立信用档案这一问题超前研究”。市领导的信任和重托,社会对诚信的呼唤和期盼,激起了市档案局领导和同志们的工作热情,拉开了十堰市信用档案建设的序幕。
