湖北省罗田县实行党代表常任制以来,进行了大胆的探索,在全国的试点单位中走在前列。如何调动党代表的积极性,增强党代表的责任感、使命感,制度建设是关键。在党代表的选举上实行直选,差额比例大。在发挥党代表作用方面,既重视党代表在开会期间的作用,也重视闭会期间的作用,党代表的履职有着充分的制度保障。重视党代表的监督和管理,党代表必须接受党员群众的监督,为党员群众负责。
