随着工业化的不断加快,因环境污染引发的群体性事件不断增多,其中国有企业引发的环境群体性事件更为突出。其除了具有环境群体性事件的一般性特点以外,还具有指定对象的特殊性、规模性等特殊性特点。国有企业引发的环境群体性事件的原因可以从国有企业本身、民众、社会环境三个方面来看。政府应采取控制高耗能和高污染国有企业的迅速扩张,畅通群众利益诉求渠道等措施来有效的预防和应对由国有企业引发的环境群体性事件,最大限度地保护人民的利益。
With the continuous acceleration of industrialization, the mass incidents caused by environmental pollution have been on the increase. Among them, the environmental mass incidents caused by state-owned enterprises have become even more prominent. In addition to its general characteristics of environmental mass incidents, it also has the special characteristics of the specified object, such as the size of the special features. The reasons for environmental mass incidents caused by state-owned enterprises can be seen from three aspects: the state-owned enterprises themselves, the public and the social environment. The government should take measures to control the rapid expansion of high-energy-consuming and highly-polluting state-owned enterprises and unblock the channels of public interest demands so as to effectively prevent and respond to environmental mass incidents caused by state-owned enterprises and maximize the protection of people’s interests.
