城市化进程中少数民族文化权利保护的法律体系设计包含着指导思想、适用范围、基本原则等内容。法律体系的设计应该全面考虑制度、政策、技术等层面的操作规程。我们尝试提出城市化进程中少数民族文化权利保护法律体系的基本框架:其一,建立健全少数民族文化权利保护的法律制度;其二,完善少数民族文化发展的政策安排;其三,构建少数民族文化权利法律保护的支撑体系;其四,增强少数民族文化权利法律保护的可行度。
The legal system design of the protection of cultural rights of ethnic minorities in the process of urbanization contains the guiding ideology, scope of application and basic principles. The legal system should be designed to fully consider the system, policy, technology and other aspects of the operating procedures. We try to put forward the basic framework of the legal system for the protection of cultural rights of ethnic minorities in the process of urbanization: firstly, to establish and improve the legal system for the protection of the cultural rights of ethnic minorities; secondly, to improve the policy arrangements for the cultural development of ethnic minorities; and thirdly, Fourth, to enhance the legal protection of cultural rights of ethnic minorities, the feasibility of the legal protection of cultural rights.
