8月31日“大限”到来之后,国家海洋局认定康菲公司“两个彻底”没有完成。蓬莱19-3油田溢油事故联合调查组分析认定,由于康菲公司没有尽到合理审慎作业者的责任,蓬莱19-3油田溢油事故属于责任事故。9月2日,国家海洋局据此下达了蓬莱19-3油田全面停产通知。与此同时,针对此次溢油事故造成的海洋生态环境损害,根据《海洋环境保护法》关于海洋生态索赔的规定,国家海洋局将代表国家对康菲公司提出生态索赔。从6月初溢油事故发生,至今已经三个月。漂浮
