Statistics show that as of the end of December 2003, the total outstanding loans of all financial institutions (including foreign funds) amounted to 15.9 trillion yuan, an increase of 2.7665 trillion yuan over the beginning of the year, an increase of 21.1% over the same period of last year, the highest growth rate since 1997.
