滨州地区地处鲁北平原,渤海沿岸、黄河三角洲腹地,辖六县一市,总面积9617km~2,总人口357万。“春旱、夏涝、晚秋又旱”的气候特点和低洼盐碱的滨海立地条件,致使该地区一直处于欠发达状态。直到1996年,全区仍有3个县未脱贫。面对这一严酷的现实,滨州地委、行署坚持大干促大变,紧紧围绕除水患、兴水利,带领全区人民持续开展了既轰轰烈烈又扎扎实实的治水改土攻坚战。尤其是在近3年的时间里,在山东省委、省政府的正确领导和国家、省直有关部门的大力支持下,全区共完成各类水利建设项目10968项,土石方21396万m~3,工日12696万个,直接投资7.95亿
