20世纪90年代以来,随着人类对可持续发展的日益重视,可持续发展理念逐步深入,循环经济的发展也越来越得到重视并成为世界发展的潮流。发展循环经济,需要完善的法律予以支持和保障。但就规范我省循环经济的法律而言,山东省循环经济地方性立法基本处于空白状态。建构山东省循环经济法规的内容体系,加快山东省循环经济立法,对有效规制我省循环经济的运行,保障循环经济持续稳定发展具有重要意义。
