In the grass-roots enterprises, the number of retired workers is enormous. Taking the Suzhou Bureau as an example, there were 322 people at the end of 1985, accounting for 16% of working staff and 15 times that of retired staff. The vast majority of them had worked for the post and telecommunications business on the front lines of production for a lifetime and made their due contribution. It deserves to be concerned.
