十四届四中全会《决定》指出,领导决策时“要倾听各方面的意见,包括反对的意见”。这是从领导的角度来说的。作为领导的参谋助手的秘书人员,就是要敢于向领导提反对意见。鉴于秘书人员的工作性质和所处的地位,在向领导提反对意见时,必须讲求一定的技巧和艺术。这种技巧艺术把握得好,所提出的反对意见就可能被采纳,避免决策失误;如果把握不好,不但反对意见得不到采纳,反而可能影响到自身的工作以及其他方面的事情。那么,秘书人员怎样向领导提反对意
