中国的治理转型特别是制度建设仍然滞后于经济社会的快速发展。因此,加强制度建设、推动政府变革、实现治理转型,是确保中国成功地实现“市场转型”、“政治转型”、“社会转型”和“开放转型”的关键。治理的价值体系是国家治理之“道”。一个国家既需要硬实力,也需要软实力。其中,价值体系是国家软实力的灵魂,是国家软实力建设的重点。国家治理之“道”统一于中国特色社会主义道路、制度和理论体系,统一于社会主义核心价值观。
China’s governance transformation, especially institution building, still lags behind the rapid economic and social development. Therefore, strengthening system construction, promoting government reform and realizing governance transformation are the keys to ensure China successfully accomplishing “market transformation”, “political transition”, “social transformation” and “open transition”. The value system of governance is the “road” of state governance. A country needs both hard power and soft power.
