阐述了地反应急工作应遵循的准则——“社会满意准则”。介绍上海市地震局在1996年11月9日长江口以东海域发生Ms6．0地震时，迅速作出趋势判断的原始依据。由于当时作的趋势判断符合地震应急的科学性和社会性，因而在稳定社会秩序，保障经济活动中取得了较好的经济效益，可供有关方面参考。
Describes the guidelines to be followed in the emergency response to earth reactions - “Guidelines for Social Satisfaction”. Introduction The original evidence that the Shanghai Seismological Bureau quickly made the trend judgment when the Ms6.0 earthquake occurred on the east coast of the Yangtze Estuary on November 9, 1996 was introduced. Judging by the trend of the time being in line with the scientific and social nature of the earthquake emergency, it has become a good reference for the parties concerned in terms of stabilizing social order and securing economic benefits.
