The rapid development of the Internet has led to a worldwide crisis of management. In the early days of the Internet, it was widely assumed that the government should not intervene in Internet governance; market forces and self-restraints were sufficient to create order and maintain a code of conduct. But when the Internet became mainstream, that idea proved to be inadequate.
