國家年度决算是預算執行的總結,對於檢查財政計劃,財務制度和財政紀律的執行情况起着很重要的作用,因而編報决算是國家行政設施的一項嚴肅而重要的工作。爲編好我省一九五四年度决算,現遵照中華人民共和國財政部關於一九五四年年終財政收支清理及年度决算編報辦法的指示辦理(指示附發),結合我省實際情况,特作補充規定如下:
National annual accounts are summaries of budget execution and play an important role in checking the implementation of financial plans, financial systems and financial discipline. Therefore, the preparation of final accounts is a serious and important task for the state administrative facilities. In order to compile the final accounts of our province for 1954, we hereby follow the instructions of the Ministry of Finance of the People’s Republic of China on the arrangements for the clean-up of fiscal revenue and expenditure and the preparation of annual accounts for the year ended 1954 (with instructions attached), and in light of the actual conditions in our province , Special supplement as follows:
