It has been seven years since the resolutions of the Third Plenary Session of the Twelfth Central Committee of the Communist Party of China were clearly put forward to enhance the vitality of all-people enterprises, especially large and medium-sized ones. In the meantime, despite a lot of reform experience, a number of advanced enterprises with effective reforms have emerged. However, on the whole, the status quo of enterprises and the requirements for enhancing the vitality of enterprises are still far behind. What is the reason? This article tries to make a shallow exploration. I. Emphasis on self-management, ignoring the advantages of the group The entire enterprise is based on the public ownership of the means of production, and the nature of the ownership of the means of production determines its organizational function.
