今年淮河严重的洪涝灾害,又一次提醒人们,加快治理淮河洪涝灾害的紧迫感和艰巨性。现就进一步治理淮河洪涝问题,谈几点粗浅设想。一、防洪除涝,仍应作为当前和今后一段时期治淮的重点。前几年风调雨顺,给一些人造成某种错觉,误认为淮河的防洪除涝建设已经搞得差不多了。事实证明,现在淮河的防洪除涝,虽比治淮初期有较大改善,但从总体看,标准还比较低,远不能适应国家建设和发展的需要。这次淮河大范围的洪涝灾害,造成了几百亿元的巨大经济损失,已引起中央和地方各级领导的重视。我们一定要不失时机地广泛
