The town of Sprague, Connecticut, USA recently opted to use the interlocking concrete paving brick permeable pavement (PICP) when renovating an old mountain road called Mountaineering Road (see Figure 1). This road has not been repaired for 40 years; when there was a flood in the area, there were no drainage ditches on both sides of the road, causing uneven potholes in the road. Owing to the narrow road, there are 10 more houses on both sides of the road, which limits the space needed to construct the drainage ditch. However, CLA Engineering Co., Ltd. in Norwich, CT, based on an in-depth investigation, proposed a plan to build 17,500 square feet (1,700 square meters) of PICP
