2004年12月10日上午,日本政府内阁会议通过了新的《防卫计划大纲》,这是自日本《防卫计划大纲》1976年首度出笼以来的第二次重大调整,将于2005年4月正式取代1995年版的《防卫计划大纲》。内阁会议还通过了2005至2009财政年度的《中期防卫力量整备计划》。新《防卫计划大纲》要点以多功能、灵活机动、有效的防卫能力为目标,用以应对恐怖主义、大规模杀伤性武器及其他问题所带来的威胁;
On the morning of December 10, 2004, the Japanese government cabinet meeting adopted a new “Outline Defense Plan”, the second major adjustment since Japan’s “Defense Program Outline” first appeared in 1976 and will be released in April 2005 Officially replaced the 1995 edition of the “Defense Program Outline.” The Cabinet Meeting also approved the “Mid-term Defense Force Readiness Plan” for fiscal year 2005-2009. The main points of the new “Defense Plan Outline” are to respond to the threats posed by terrorism, weapons of mass destruction and other problems with a multi-functional, flexible and effective defense capability.
