林嵩,字降神(又作降臣),古长溪赤岸(今霞浦县松港街道赤岸村)人,约生于唐宣宗大中二年(848)。他自幼聪颖,胸有大志。懿宗咸通年(860—873年),在灵山(今福鼎市太姥山东)搭建草寮读书,刻苦攻读,博通经典,成为饱学之士。僖宗乾符二年(875年),跋涉千山万水,远赴都城长安应试。所作《王者之道如龙首赋》策论,因立意高远,词采隽永而考中进士,誉满京师。自唐神龙至后唐天成的223年问,今福州、宁德两地仅有的36名进士中,林嵩是继“开闽进士”薛令之后闽东
