当前,工业经济增长动力持续减弱,化解产能过剩的潜在风险逐步显现,“技术升级陷阱”风险加大,结构升级对自主创新提出更高要求。建议加强定向宽松的稳增长政策落实,保持工业经济平稳运行;进一步放宽民间投资领域,激发创业创新活力;加强产业退出的法规建设,充分发挥市场的优胜劣汰机制作用。
At present, the momentum of industrial economic growth continues to weaken, and the potential risks of overcapacity are gradually emerging. The risk of “technology upgrade pitches” has increased and structural upgrading has put forward higher requirements for independent innovation. It is suggested to strengthen the implementation of a policy of steady and directional growth and keep the industrial economy running smoothly. We should further relax the area of private investment and stimulate entrepreneurial innovation and vitality. We will also step up legislation on industrial withdrawal and give full play to the market’s survival and the fittest mechanism.
