In 2004, the Standing Committee of Provincial People's Congress formulated the Regulations on the Supervision of Social Insurance Funds in Guangdong Province, which provided the basis and guidelines for the supervision of social insurance funds in Guangdong. It opened the precedent for the special legislation on supervising social security funds throughout the country and kept the only record in the country 12 years. After 12 years of practice, the Ordinance has proved to be necessary and basically feasible.
