资源是发展经济的重要基础,作为加工技术发达的上海,其资源的贫乏是显为人知的。为了解决上海经济发展的资源问题,作者构思资源权与资源开采经营权实行分离的政策,具体办法:采取集团与集团间、地区与地区间、地区与中央间,应用经济为法码,在平等互利的基础上,融通资源渠道,保障资源的有效供给,探索加工资源省之间如何形成一种新型的纽带关系。
