作为秘书工作部门的领导,我认真考虑了这样一个问题,如何使自治区的秘书工作出现新的局面,水平能够跃上新的台阶?我觉得当前有这么三个环节需要加强。这三个环节,用时髦的话说,是属于工程方面的范畴,或者说是秘书工程学的问题。这三个环节就是经验总结、理论研究、实践探索。第一,关于经验总结。有这样一种现象,就是秘书部门和秘书人员整天总结别人的工作,为他人总结经验,可很少总结自己的工作和自己的经验。常常听到这个部门、那个部门开会交流工作经验,可很少听到我们秘书部门开会交流工作经验。我当秘书长三年,只参加了一次全国秘书长会,而当宣传部长时,一年要参加几次全国性的会。当然,这与机构隶属等有关系,另一方面,与我们秘书部门不注意自身工作的建设有关。只工作,不总结;只实践,不认识。长此下去,我们的工作只能是程序化的运动,只能停留在一般化、浅层次的水平上。只有对我们的实践进行不断地总结,使感性的认识上升到理性,才能发生质的飞跃;只有对实践作出准确的概括并寻找到科学的规律,这种实践才能踏上新的台阶。
As a leader of the secretarial work department, I seriously considered such a question. As to how to make the work of secretarial work in the autonomous region a new situation, can the level be brought to a new level? I think the current three links need to be strengthened. These three aspects, in the words of fashion, belong to the category of engineering or the problem of secretary engineering. These three links is the experience summary, theoretical research, practical exploration. First, on the experience summary. There is a phenomenon that secretarial departments and secretarial personnel sum up other people’s work all day long, summarizing their experiences for others and rarely summing up their work and their own experiences. Often hear this department, that department meeting to exchange work experience, can rarely hear our secretary department meeting to exchange work experience. When I became the Secretary-General for three years, I only attended one national secretary-general meeting. When I publicized the minister, I participated in several national meetings a year. Of course, this is related to the affiliation of the institution, on the other hand, it is not related to the construction of our own work by our secretarial departments. Only work, do not sum up; practice only, do not know. If things go on like this, our work can only be a procedural movement, which can only stay at a general and shallow level. Only by continuously summarizing our practice and making the perceptual awareness rise to be rational can we make a qualitative leap. Only by accurately putting the practice into practice and finding the laws of science can we embark on this new stage.
