2014年哈尔滨市将争创全国文明城市,目前,哈尔滨市已进入创城攻坚阶段。在总结哈尔滨市创建经验和存在的主要问题的基础上,提出建立健全创建文明城市长效机制的途径和方法,包括进一步健全创建工作的领导机制和责任制度,着手构建实施惠民长效机制,完善创建投入保障机制,进一步深化城市管理体制改革,着力构建全民参与的创建格局,创建实行品牌战略,创建工作与日常工作紧密结合等内容。通过加强体制机制建设,推进文明城市创建工作走上常态化、规范化、制度化的良性轨道。
