我国正处于社会转型的关键时期,国内矛盾和国际关系复杂多变,社会发展中各种不确定因素明显增多,我国社会发展已进入高风险时期。当前我国既处于发展的重要战略机遇期,又处于社会矛盾凸显期,应急管理工作面临的形势十分严峻。全面加强应急管理工作,构建全社会共同参与的应急管理工作格局具有十分重要的意义。
Our country is in a critical period of social transformation. As domestic conflicts and international relations are complicated and volatile, various uncertainties in social development have obviously increased. China’s social development has entered a period of high risk. At present, our country is in an important strategic period of development and is in a period of prominent social conflicts. The situation in emergency management is very grim. It is of great significance to comprehensively strengthen emergency management and establish an emergency management work pattern that the entire society participates in.
