党的十五届六中全会《决定》指出:“加强和改进党的作风建设,必须把思想作风建设摆在第一位。”而加强党的思想作风建设,必须始终坚持我党正确的思想路线,坚持“解放思想、实事求是永无止境”。思想作风是党的作风建设的灵魂,对学风、领导作风、工作作风和干部生活作风等起着支配作用,是树立良好作风的根本。思想作风端正,整个作风建设就有了好的基础。思想作风不端正,就会迷失方向,甚至误入歧途,树立好的作风就无从谈起。当前,党的作风方面存在的突出问题,都与思想作风不端正有直接关系。因此,加强和改进党的作风建设,必须把思想作风建设摆在第一位。而端正
