六、驰递的速度中央政府对驰递的速度有严格的要求和规定,即军机处交书西北两路将军、大臣加封书字及该处发京折奏,准由军站驰递;内外各衙门与西北两路将军、大臣往来,应行马递公文,均由驿站驰递,不得以军站签发。各省督抚等寻常咨商文移,皆由塘、铺各兵递送,不得擅用马递。而军机处交书公文“马上飞递”者,定限三百里,遇有加紧事件,始以四百里、五百里、六百里字样加签。外省督抚应行差人赍递的奏折,不得擅用驿马。旨由六百里发往事件,该督抚可视其缓急,不必以同样速度复奏。
