1 工程概况淮河干流陈族湾大港口圩区工程,位于淮河干流固始县境内,与蒙洼蓄洪区隔河相望,淮河河道环绕圩区三面,两圩区东西相邻,圩区之间和南部由分洪道所隔,是各自独立的封闭型圩区。圩区内有人口1.78万人,土地面积20.7km~2,其中耕地1400hm~2,地面高程23.0～25.5m。两圩区处于北亚热带向暖湿带过渡的季风湿润区,四季分明,冷暖适中,雨水丰沛,雨热同季。年平均气温15.2℃,最高月平均气温27.4℃,出现在7月,最低月平均气温1.9℃左右,出现在1月;无霜期228d;多年平均水面蒸发量874.3mm;多年平均日照时数2139.2h;多年平
1 Project Overview The Huaihe River Mainstream Chen-wan Bay Harbor Polder Project is located in Gushi County in the mainstream of the Huaihe River and across the river from the Mengwa flood storage area. The Huaihe River is surrounded by three continents and the two polders are adjacent to each other. And separated by the flood diversion road in the south, are independent closed polders. Polder area has a population of 17,800 people, the land area of 20.7km ~ 2, of which cultivated land 1400hm ~ 2, the ground elevation of 23.0 ~ 25.5m. The two polder areas are in the monsoon humid zone where the transition from the north subtropical zone to the warm-wet zone takes place. There are four distinct seasons, moderate temperature and humidity, abundant rainfall and rain and heat in the same season. The annual average temperature of 15.2 ℃, the highest monthly average temperature of 27.4 ℃, in July, the lowest monthly average temperature of 1.9 ℃, appeared in January; frost-free period 228d; years of average surface evaporation 874.3mm; years of average sunshine hours 2139.2h; Many years of peace
