新中国成立以来,我国区域发展思路先后经历了四次明显的调整:生产力内地重点布局的均衡发展、效率优先东部重点的非均衡发展、减缓沿海内地发展差距的协调发展以及多极增长统筹发展。当前,京津冀协同发展、自贸区和一带一路战略分别从区际协同和对外开放方面进一步深化和拓展了中国经济发展空间。在未来我国区域发展应完善针对性的差别化而非一体化的政策保障、强化顶层设计与基层创新良性互动的手段保障、深化相关方利益协调的机制保障以及构建区域管理立法的法制保障。
Since the founding of New China, the thinking on regional development in our country has undergone four clear adjustments: the balanced development of the key layout of productive forces in the Mainland, the non-balanced development of key priorities in the productive areas, the coordinated development of the development differences in the coastal areas in the coastal areas and the overall development of multi-polar growth. At present, the coordinated development of Beijing, Tianjin and Hebei, the free trade zone and the Belt and Road Initiative deepen and expand the space for China’s economic development from the perspective of inter-regional cooperation and opening to the outside world respectively. In the future, China’s regional development should improve targeted differential rather than integrated policy support, reinforce the means of benign interaction between the top-level design and grassroots innovation, deepen the mechanism guarantee for the interests coordination of the relevant parties and establish the legal guarantee for the regional management legislation.
