随着人民生活水平的提高,我国的养犬业也在不断地发展。对此,总有人对犬宠爱,也有人反对。如果顺其发展,又没有统一的管理,“犬多为患”就必然成为一个无法避免的社会问题。虽然各级政府按照加强管理的要求,对城市养犬作了区域限养规定,实施免疫、办证、挂牌等措施。但还是有不少违规养犬的市民对犬类登记和免疫重要性认识不足。随意养犬的现象在一个时期内必然存在。因此,犬的社会管理必须紧紧跟上。怎样才能得到统一?如何规范养犬业?这些问题已经摆在我们的面前,需要我们研究与探讨。
