《人民日报》2003年9月24日报道,今年7月7日下午,在安徽省全椒县的马坂堤段抢险现场,因群众自带的抢险材料用完,群众要求领导调拨材料,在场的镇领导竞以“如果出现伤亡谁来负责”, “材料损失谁来承担”为由,与群众进行了近4个小时的谈判。无奈之下,群众表示“出现伤亡不让领导负责”, “造成损失群众自己赔偿”,如此才使这几位领导稍稍安心。就在这约4个小时的拉锯谈判中,溃口依然继续扩大,洪水仍在肆虐奔泻!
