1989年,是新中国建立40周年,也是党的十一届三中全会以后我国进行改革的十周年。40年来,我国的档案事业经历了艰难曲折的发展过程,有许多深刻的经验教训。特别是近十年来,在党的十一届三中全会路线的指引下,档案事业在恢复整顿的基础上有很大的发展,是建国以来档案事业最好的时期,经验极其丰富。如何总结这些经验,在现有的大好形势下找出差距,明确前进的方向,促进档案事业的不断发展,是摆在我们面前一项重要的任务。
In 1989, it was the 40th anniversary of founding of new China and the tenth anniversary of our country’s reform since the Third Plenary Session of the 11th CPC Central Committee. In the past 40 years, the file industry in our country has experienced a difficult and tortuous course of development with many profound lessons. Especially in the past decade, under the guidance of the Third Plenary Session of the Eleventh Central Committee of the Chinese Communist Party, there has been a great development in archival work on the basis of restoration and rectification. It is the best period for the archival cause since the founding of the People’s Republic of China with extremely rich experience. It is an important task for us to summarize these experiences, find out the gaps under the existing good situation, and clearly define the direction of progress and promote the continuous development of archives.
