依法治国首先是依宪治国,依宪治国必须树立宪法最高权威,形成宪法至上原则。必须从观念上、制度上、实际操作上确保宪法得到有效实施。
To rule the country by law is to govern the country according to the constitution first, and to establish the country according to the law must establish the supreme authority of the constitution and form the supreme principle of the constitution.
