改革开放以来,我国经济取得了持续二十多年高速增长的巨大成就,但与此同时,资源对经济发展的制约作用也日益凸现出来。全国政协十届三次会议和十届全国人大三次会议的代表们,就如何缓解我国能源资源与经济社会发展的矛盾积极建言献策。《政府工作报告》中也明确提出,必须坚持科学的发展观,充分考虑资源的承载能力,建设资源节约型社会。
Since the reform and opening up, China’s economy has achieved tremendous success for more than two decades of rapid growth. However, at the same time, the constraints on resources for economic development have become increasingly prominent. Representatives of the Third Session of the Tenth National Committee of the Chinese People’s Political Consultative Conference and the Third Session of the Tenth National People’s Congress made positive suggestions and suggestions on how to ease the contradiction between China’s energy resources and economic and social development. The “Government Work Report” also explicitly states that we must adhere to the scientific development concept, fully consider the carrying capacity of resources, and build a resource-saving society.
