1.问题的提出自考制度创立以来,以其“开放、灵活、投资少、效益高”的特点和严格的质量管理,将个人自学、社会助学和国家考试有机结合,为改革开放、经济建设和社会发展培养、选拔了大批合格的人才,赢得了社会的普遍欢迎,取得了令人瞩目的辉煌成果。考试离不开命题,自考事业的蓬勃发展,对考试命题工作的要求也越来越高。命题是一种专家行为,命题的质量受制于命题专家,而命题的质量又直接影响着考试的质量,可见选聘命题专家是命题工作的关键,为使命题工作更好地适应和服务于自学考试,寻找一种科学的方法和现代化的手段来选聘命题专家,以极大地提高命题工作效率和质量已迫在眉睫。
1.
