交通运输是国民经济的主要基础产业之一。党的十一届三中全会以来,随着我国经济体制改革的深化,交通计划管理工作迈出了新的步子,公路、水运交通运输生产和建设进入建国以来发展最快的时期。但是,这一时期也是新旧体制、新旧思想交错并存的时期,在发展中暴露出许多问题与矛盾,需要我们在实践中不断探索,科学地、历史地总结经验,客观地、全面地认识现实与未来。公路、水运交通发展和计划体制改革的经验是十分丰富的,概括起来主要有: (一)深化改革,推动计划与市场的有机结合。为尽快改变交通运输滞后于国民经济发展的被动局面,必须搞活运输市场,调动各方面的积极性,实行国家、集体、个人都来
Transportation is one of the major basic industries of the national economy. Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, with the deepening of the economic reform in our country, the transportation plan management work has taken a new step and the fastest-growing period since the founding of the PRChina has been achieved in the production and construction of highways and water transport. However, this period is also a time when new and old systems are staggered with old and new ones. Many problems and contradictions have been exposed during the course of development. We need to constantly explore in practice, sum up experiences scientifically and historically, understand reality objectively and comprehensively future. The experiences of highway, waterway transportation development and planning system reform are very rich. To sum up, there are mainly: (1) deepening the reform and promoting the organic combination of planning and market. In order to change as soon as possible the passive situation in which transportation lags behind the national economic development, we must invigorate the transport market and mobilize the enthusiasm of all parties in implementing the principle of exercising state, collective and individual rights
