峨眉山市是一座新兴的旅游城市。继1995年建成“全国卫生城市”后,又成功地建成“全国双拥模范城”、四川省“三优一学”文明城市和四川省园林城市,1998年跻身首批中国优秀旅游城市行列,名列全国县级城市第一。峨眉山凭着优美的风景名胜、丰富的文化内涵和一流的管理水平,被联合国教科文组织列入世界自然和文化遗产,成为闻名于世的“卫生山”、“文明山”、“安全山”。城市管理工作取得的巨大成就,为我市改革开放和经济发展奠定了坚实的基础。一、强化领导,形成权威的城市管理体制城市管理是一项复杂的系统工程,市委、市政府深感任重道远,积极探索城市管理的新思路。四大班子领导率先垂范,认真学习城管理论,及时了解城管新政策、新动向、新经验,解决城管新问题;同时让城管部门的主要负责人列席有关的市委常委会、市长常务会等会议,与市级领导一道研究城管工作的热点和难点;并组织有关领导到省内外考察,学习其他城市的经验。这样,城市管理摆上了市委、市政府的议事日程,增
