1 发展离不开约束 市场经济的建立,对医院的自我发展创造了十分有利的条件,定额管理、各种形式的技术经济责任制、承包经营责任制、院长负责制等新型管理体制的出现,使医院所有权和经营权适当分离,扩大了医院的自主权,医院的经济效益也不断增加。但是,有些医院在自我发展过程中,因受市场经济的冲击,片面追求经济效益,忽视医疗质量和医德医风建设,出现了与医院宗旨相违背的短期行为,在人民群众中造成了很坏的影响,严重危及着医院自我发展的后劲。因此,医院在加强自我发展的基础上,正确地处理好自我约束是适应市场经济发展的一个重要条件。
1 The development cannot be separated from the establishment of a restricted market economy. It creates very favorable conditions for the self-development of hospitals. The emergence of new types of management systems such as fixed-rate management, various forms of technical and economic responsibility systems, contracted management responsibility systems, and the dean’s responsibility system have emerged. The separation of hospital ownership and management rights has expanded the autonomy of hospitals, and the economic benefits of hospitals have also increased. However, in the process of self-development, some hospitals have suffered from the impact of the market economy, unilaterally pursued economic benefits, neglected the quality of medical care and the construction of medical ethics, and there have been short-term behaviors that are inconsistent with the purpose of the hospital, and have caused very bad results among the people. The impact of the hospital seriously endangers the hospital’s self-development. Therefore, on the basis of strengthening self-development, hospitals correctly handle self-discipline is an important condition for adapting to the development of the market economy.
