本文根据“稳定一头,放开一片,人才分流,机构调整”这一方针,借鉴近年来各基层信息机构改革的成功经验,提出基层信息机构必须转变观念,及时调整运行机制,探索信息工作新模式。文中认为基层信息机构在运行中必须坚持稳定和放开两头并举,结合自身特点,确定稳定和放开的具体内容,加快人才合理分流。
Based on the principle of “stabilizing the head, letting go, talent shunting and institutional adjustment”, this paper draws lessons from the successful experiences of grassroots information agencies in recent years and proposes that grassroots information agencies must change their concepts, adjust their operational mechanisms in time and explore new modes of information work . In the article, it is believed that grassroots information agencies must adhere to stability and let go both at the same time. In light of their own characteristics, they should determine the specific contents of stability and liberalization so as to speed up the rational division of talents.
