探讨中国共产党领导人的产生方式是一个具有重大和现实意义的问题。本文通过研习党史和相关资料,认为在党的九十年历史中,党的领导人产生方式大体有八种,即:因业绩和声望显赫,获推举和选任;由共产国际授意认可,经党代表选举产生;依据提出的“政见”竞争,由民主选举产生;实行领导终身制,并由个人指定接班人;采取武力手段,获得军队支持;通过党内革命元老和中央政治局成员协商提名,经由全国党代会选举确定;自觉于两届任期年限,以利于推出新的领导人;实行民主推荐程序,根据民意提名中央政治局成员。这八种党的领导人产生方式,其中的第一种产生方式是自然而然形成的,往往是政党建立时挑选领导人的常态,无可厚非,以后也难仿效。第二、四、五种不好。第六种产生方式虽然应肯定其具有一定的合理性,但今后已经不具备这样的条件了。比较起来,第三、七、八种为好,以后应把这三种方式结合起来,并加以实施应用。
It is an issue of great and practical significance to explore the way the leadership of the Communist Party of China emerges. Through studying the history of the party and related materials, this paper argues that in the 90-year history of the party, there are generally eight ways in which the party leaders emerge, namely, being elected and elected because of their outstanding performance and prestige; being recognized by the Communist International, The election of Party representatives; democratically elected according to the proposed “political opinion” competition; the implementation of the leadership lifelong system and the appointment of successors by individuals; the use of military means to gain military support; the adoption of revolutionary elders and members of the Central Political Bureau Negotiation nominations, determined by the national party congressional elections; Conscious of the two terms of office, in order to facilitate the introduction of new leaders; the implementation of the democratic recommendation process, according to public opinion nominated members of the Central Political Bureau. The first generation of these eight kinds of party leaders emerges spontaneously. It is often the case that the political party picks the leaders during the establishment of a political party. It is beyond reproach and will not follow suit in the future. Second, fourth and fifth are not good. Although the sixth mode of production should be certain that it has a certain rationality, but in the future already do not have such conditions. By comparison, the third, seventh and eighth are better, and the three methods should be combined and implemented in the future.
