新时期、新政策、新观念——这是我国进入21世纪以来的最大的特点。新的历史时期,出现了服务型政府的新政策,公共管理进入了新时代,公共服务作为新理念成为了服务型政府主要职能之一。公务员是国家政府重要的人才资源,是联系公民和政府的重要纽带,将政府公共服务的职能深入人心的重任就落在了公务员肩上。公务员应积极参与公务员公共服务能力建设,提高自身的公共服务能力,反映出政府公共服务的职能。本文通过分析我国公务员公共服务能力培养机制的现状,发现现行的公务员能力培养机制的问题,并为提升公务员公共服务能力提出几点对策。
New period, new policies, new concepts - This is the biggest feature of our country since it entered the 21st century. In the new historical period, the new policy of service-oriented government appeared, and public administration entered a new era. As a new concept, public service became one of the main functions of service-oriented government. Civil servant is an important talent resource for the national government and an important link between citizens and the government. Civil servants shoulder the heavy responsibility of government’s public service functions deeply rooted in the hearts of the people. Civil servants should actively participate in the civil service public service capacity building, improve their public service capabilities, reflecting the government’s public service functions. This paper analyzes the status quo of civil service public service ability training mechanism in our country and finds out the problems of current civil service ability training mechanism and puts forward some countermeasures to improve civil service public service ability.
