对于“承诺”二字,人们并不陌生。前几年盛行于各行各业的承诺制,让人听起来如坐春风。毫无疑问,承诺制对于加强职业道德建设,提高服务质量,起到了促进作用。但不少部门和企业的承诺服务标准却低于国家、行业和地方规定的标准,使人觉得承诺不过是一哄而起、徒有形式的应景摆设,对于消费者来说也就有着一种上当受骗的感觉。承诺制实行几年来的情形确实不如人意。年年听到承诺,也常常看到消费者的投诉,而且买到假冒伪劣商品的人似乎也有增多的趋势。吵吵嚷嚷的承诺都快让人耳膜生茧了,
