新时期的调查研究不仅在现代化决策系统中要占有重要的席位,而且调查研究本身(这里主要指为各级党政决策服务的调研工作)也发生了新的变革,突出表现在几个基本特征上:(1)调研的内容具有系统性和全面性;(2)调研的职能具有战略性和超前性,(3)调研的途径具有多元性和复合性,(4)调研的方法具有科学性和交叉性;(5)调研的成果具有指导性和决策性。调查工作的这些基本特征,给调研工作者提出了更高的要求,首要的就是要提高和完善自己的基本素质和基本能力。
