查我区所属各地区、各部门所有公营仓库,不论是接管仓库抑自备仓库,或前缺乏适当之库址与健全之建筑设备,或则无有严密的仓库组织及合理的管理制度,因之形成物资多者,堆置散弃无库可存,物资少者,反而拥有大量空余库房未能利用,致使国家财产及许多贵重机器、器材,遭受到不应有的毁坏和损失,为贯澈执行统一国家财政经济工作,杜绝损失和毁坏国家物资的现象发生,凡属我区仓库之使用调度,实应从速加以统一管理、合理调济,今后建筑仓库亦应根据必要情况,予以严格之审核,以使全部物资得到合理有效之管理。依此,本会特作如下之决定:
