对锡林郭勒盟农村牧区沼气建设的思考

锡林郭勒盟农村牧区沼气建设既有户用沼气、养殖小区和联户小型沼气工程,又有大中型沼气工程,从嘎查(村)级到旗县级服务站的沼气服务体系框架已搭起,项目建设取得了明显的经济、社会和生态效益。但同时也存在着沼气池使用率不高(最寒冷季节仅10%~20%)、物业服务网点未充分发挥相应的作用(抽样调查正常运行仅占44.4%)、三沼综合利用水平低、大中型沼气工程建设进度缓慢等问题。通过对其原因的分析、思考,提出下一步工作重点:积极开展三沼综合利用试验、示范推广,努力探索和创新沼气建后管理服务机制,加大指导检查力度、强化项目管理,积极稳妥引进商品化沼气池;提出相关建议:加大中央专项资金的投入,对沼气服务网点的管理人员给予适当工资性补贴,尽快出台大中型沼气项目监督管理办法,多能互补等。旨在总结经验,吸取教训,切实提高对农村牧区沼气工作的再认识,采取有力措施,狠抓落实,经过技术、组织管理措施上的创新,切实做好沼气建设与管理工作,巩固沼气事业的建设成果。 The construction of biogas in rural and pastoral areas in Xilin Gol League includes both residential biogas, farming communities and small household biogas projects, as well as large and medium-sized biogas projects. The framework of biogas service system from Gacha (village) level to Qi County service station has been set up, The project construction has made obvious economic, social and ecological benefits. However, the utilization rate of biogas digesters is not high (only 10% ~ 20% in the coldest season), and the property service outlets did not fully play their respective roles (the sample survey only accounted for 44.4% of normal operation) Large and medium-sized projects such as the slow progress of biogas construction. Through analyzing and thinking on its causes, the following work priorities are put forward: testing, demonstrating and popularizing the comprehensive utilization of Sanlu actively; exploring and innovating the post-build management service mechanism of biogas; intensifying the guidance and inspection; strengthening the project management; actively and steadily introducing Commercialized biogas digesters. Relevant suggestions are put forward: to increase the input of special funds from the central government, provide proper wage subsidies to the managers of biogas service outlets, and introduce the supervision and management measures for large and medium-sized biogas projects as soon as possible and complement each other. The aim is to summarize the experience, learn lessons, and improve the understanding of biogas work in rural and pastoral areas. We must take effective measures and make every effort to implement it. Through technical and organizational innovations in management measures, we must earnestly do a good job in biogas construction and management and consolidate the business of biogas Construction achievements.
