目的了解乡镇卫生院卫生技术人员流动现况及特征。方法分别在皖北、皖中、皖南地区随机抽取3、3、2个共计8个县为调查现场,在每个县随机抽取5个乡镇卫生院为调查对象,运用自制调查表,通过询问关键知情人、查阅现场原始资料等方法收集资料。结果 2006-2008年被调查乡镇卫生院卫生技术人员年流入率为3.8%~5.9%,年流出率为2.0%~4.6%,年净流入率为1.2%~1.8%;流入的卫生技术人员男性占43.7%,<30岁占74.1%,大专和中专学历分别占49.7%、43.1%,无职称占51.3%,流入临床、护理岗位的分别占41.1%、35.5%,有62.4%为公开招聘流入;流出的卫生技术人员男性占41.0%,<30岁占34.5%,大专和中专学历分别占35.3%、52.5%,无职称占5.8%,从临床和护理岗位流出的分别占54.7%、18.0%,36.0%因调往上级医院而离开。结论卫生技术人员队伍规模在基本保持稳定的基础上略有增加;流出人员的基层服务经验与业务水平高于流入人员;从流入人员岗位结构来看,重治轻防的观念在乡镇卫生院尚存在。
Objective To understand the current situation and characteristics of health workers in township health centers. Methods A total of 3, 3, 2 and 8 counties were selected as the survey sites in Wanbei, Wanzhong and Wannan regions respectively. Five township hospitals were randomly selected from each county as the survey subjects. Using self-made questionnaires, Insiders, access to the original data and other methods to collect information. Results From 2006 to 2008, the annual inflow rate of health technicians in township hospitals was 3.8% -5.9%, the annual outflow rate was 2.0% -4.6% and the annual net inflow rate was 1.2% -1.8%. The inflow health technicians male Accounting for 43.7%, <30 years old accounting for 74.1%, college and secondary education accounted for 49.7%, 43.1%, 51.3% non-title, inflow clinical, nursing positions accounted for 41.1%, 35.5%, 62.4% 41.5% were out of the ranks of health technicians, 34.5% were aged <30, 35.3% and 52.5% were junior college and secondary school, 5.8% were unemployed and 54.7% were out of clinical and nursing positions respectively. 18.0%, 36.0% left for transfer to superior hospital. Conclusions The size of the team of health technicians increased slightly on the basis of basic stability; the grassroots service experience and the level of operations of outflow staff were higher than that of inflow staffs. From the perspective of the post occupancy structure, the concept of rehabilitating light defending still exists in township hospitals .
