如何全面客观地评价改革以来逐渐形成的地方经济利益及与之相关的地方政府行为,对今后中国改革基本思路的选择和调整方向十分重要。我觉得目前学术界一些同志对这一问题的论述有失偏颇。本文提出一些不同的看法,与这些同志商榷。一、中央向地方扩权的必要性在改革十年后的今天再来论证中央向地方扩权的必要性,在一些人看来可能已无多大意义。但我认为,在这一问题上的看法并不一致,而且它还是导致对地方政府行为评价分歧的直接原因。因此,有必要先作一分析。
How to comprehensively and objectively evaluate the gradual formation of local economic interests and the related local government behaviors since the reform has become very important for the future direction and direction of China’s reform. I think some comrades in academia have misunderstood this issue at present. This article put forward some different views, to discuss with these comrades. I. The Necessity of Central Government Expanding Power to Local Government Demonstrating the necessity of expanding the power of the Central Government to local authorities again ten years after the reform is adopted may not be meaningful to some people. However, I think there is inconsistency on this issue and it is also the direct cause of the disagreement over the behavior of local governments. Therefore, it is necessary to make an analysis first.
