科学发展观是指导发展的世界观和方法论的集中体现。新时期北碚要在千帆竞发的发展势头和重新洗牌的发展压力下抢占先机,赢得主动,提档升位,必须以科学发展观为统领,以贯彻落实国务院(2009)3号文件为契机,以“幸福北碚”五大工程为抓手,加快推进“四大高地”建设,努力把北碚建设成重庆主城西北部的重要增长极、重庆市实现全面小康社会的先行区和国家可持续发展的先进示范区。
The scientific concept of development is a concentrated expression of the world outlook and methodology guiding the development. In the new period, Beibei should seize the initiative under the development momentum of the thousand-fan competition and the development pressure of re-shuffling.
