实现“建立扩大消费需求长效机制”需实现“收入增长与经济增长,消费增长与收入增长”双同步。为此,要坚持宏观调控的惠民生取向,在落实就业优先战略,合理调整收入分配关系,健全基本公共服务,积极推进农民工市民化,维护和培育居民消费增长点等方面全面保障和改善民生,以增强居民消费能力,改善居民消费预期,促进消费结构升级。
